Board of Directors

Our board is drawn from all aspects of bicycling. In November 2007, our bylaws were changed to allow additional board members, so that anyone who has had a positive influence on bicycling in Virginia could be brought in to help steer the statewide effort.

We’re grassroots and democratic, and always looking for eager volunteers. If you think you can help, please let us know! Contact the board member closest to you.

Note that many of our board members are League Cycling Instructors (LCI), certified by the League of American Bicyclists.

Current Board Members

Champe Burnley, President, is a life-long cyclist who lives in Richmond Virginia.  He is Co-Chairman of the Mayor’s Bicycling, Pedestrian and Trails Commission in Richmond and  is a  former President of  of the Richmond Area Bicycling Association.  Champe also sits on the boards of the Virginia Capital Trail Foundation, Richmond2015 and Partnership for Smarter Growth.

Bruce Drees Vice President, is from Virginia Beach, where he is President of the Tidewater Bicycle Association.

Lloyd J. “Bud” Vye, our Treasurer and Advocacy Director, is VBF’s point person for bicycle issues when the Virginia General Assembly is in session. He is also the Advocacy Chair for the Richmond Area Bicycling Association (RABA), and was their Social Ride Captain for 13 years, until giving up that post to become the Chair of the Heart of Virginia Century, their major event held every September. He also represents RABA and the cycling community on the Richmond Metropolitan Planning Organization’s Citizen’s Transportation Advisory Committee and has been involved in a number of other efforts, including meetings pertaining to the Virginia Capital Trail, since retiring as Maintenance Manager for Circuit City Stores, Inc.

Sheryl Finucane,  Secretary, is a faculty member at Virginia Commonwealth University, where in addition to her faculty duties, she teaches traffic cycling classes and promotes safe & legal cycling by the campus community. Sheryl is lifelong bicyclist who enjoys bicycling for both commuting and recreation. She has served on the VBF board of directors since 2006. Sheryl is currently a member of the Richmond Pedestrian, Bicycling and Trails Commission, and has in the past served on the Bicycle and Pedestrian Advisory Committee of the Fredericksburg Area Metropolitan Planning Organization / George Washington Regional Commission, the Richmond Area Bicycling Association Board of Directors and Safety Committee Chair, as well her local planning advisory committee.  Sheryl is an LAB-cycling instructor and actively teachings traffic skills and commuter courses in the Richmond area.

Allen Muchnick has been actively campaigning for on-road cycling accommodations, safe and effective trails, and less car-dominated urban communities throughout Northern Virginia since 1991. During his decade (1992-2002) on the board of the Washington Area Bicyclist Association (WABA), one of the leading metropolitan bicycling advocacy groups in the U.S., Allen spearheaded scores of advocacy campaigns; represented WABA on VDOT’s statewide Bicycle Advisory Committee; developed two major fund raising bike tours; networked with smart-growth, environmental, and trail coalitions; and guided a six-fold growth in membership, revenue, and paid staff. From 2005-2010, Allen served on the Virginia Board of Transportation Safety which recommends highway safety grant awards by the Virginia Department of Motor Vehicles. A 17-year veteran of the VBF board, Allen is currently the president of the Arlington Coalition for Sensible Transportation and maintains his long-term involvement with the Arlington County Bicycle Advisory Committee (since 1991) and the Citizens Advisory Committee of the National Capital Region Transportation Planning Board (since 1993) . A skilled transportation and endurance cyclist and an LAB-certified cycling instructor, Allen has taught hundreds of bicycle maintenance and traffic cycling classes since 1994.

Chris Scott, Mountain Bike Liason, is the owner-operator of Shenandoah Mountain Touring, LLC based in Harrisonburg, VA. SMT promotes special events and offers guide service and multi-day trips based out of the Shenandoah Valley. Chris is the state representative for IMBA and is active with all the mountain bike clubs in the Shenandoah Valley. He entered the cycling world via mountain bike in the late 80′s and has developed a passion for cycling on every level from professional racing to club rides on every surface he can get his tires on. His current quest for the great outdoors has taken him to the adventure racing world. A world where you can disappear into the mountains for days on end – hiking, biking and paddling – from sunrise to sunset and back again. Chris joined VBF to help push the agenda for a safer more accessible Virginia by bike.

Matt O’Toole, Webmaster, is a communications consultant. From 2002-2008 he lived mostly car-free in Blacksburg, where he served as Advocacy Coordinator for the New River Valley Bicycle Association, and on the Bikeway-Walkway Committee for the New River Valley Planning District Commission. He rides for both transportation and reacreation as an active road and mountain biker, and is League Cycling Instructor #2197. He has relocated to southern California but is still actively involved with VBF, along with bike advocacy in Newport Beach. LCI #2197.

Joe Morgan is a recreational and touring cyclist, with particular interest in cross state routes. During Joe’s 27 years as a Virginia county administrator, he helped initiate bicycle planning in the New River Valley and southside Virginia. He was a charter member of the Roanoke River Rails to Trails board, which established Virginia’s Tobacco Heritage Trail. He has participated in VBF US Bike Route 76 cross state rides since 2003, coordinating route enhancements between VBF, Adventure Cycling and VDOT since 2010. Joe joined the VBF Board in 2011 and hopes to serve as a liaison for VBF on regional planning with the East Coast Greenway and US Bike Routes. He is a life member of the Virginia Local Government Management Association and a former board member of the Virginia Association of Planning District Commissions. After serving in Nelson & Buckingham counties (central Virginia), Greensville & Halifax counties (southside Virginia) and Pulaski County (New River Valley), he resides on the southern shore of the Chesapeake Bay at Ocean View in the City of Norfolk.

Elizabeth Lohman  is an Environmental Program Planner for the Virginia Department of Environmental Quality.   She is a League of American Bicyclists Cycling Instructor and is a former President of the New River Valley Bicycle Association.  Beth lives in Blacksburg and is a member of the Town’s Corridor Committee, which is responsible for making recommendations to Town staff on projects that affect the Town’s bicycling and pedestrian networks.  She loves bicycling and encourages others to bicycle for recreation, fitness and commuting.  

Terry Dorn is a recreational and touring cyclist who likes his bike routes to be the same way he cooks his barbecue – low and slow. As president of the Fredericksburg Cyclists Club, you are likely to find him cruising the backroads of central Virginia on his Long Haul Trucker most any weekend. Terry also serves as Secretary on the board of Spotsylvania Greenways Initiative, working to extend non-motorized trails throughout Spotsylvania County.

Dave Walsh  lives in Rockbridge County. He is the current chair of the Rockbridge County Bicycle-Pedestrian planning committee and co-owner of Best of Va Bike Tours. He is a LAB-certified cycling instructor and avid cyclist.
