It's a shame to hear this happens. A.) for the person/s involved B.) for the animal/s involved. Everyone should make sure their dog is fenced in or is leashed to avoid these incidents.

i was involved in a crash with a loose dog recently, the dog ran off and I called animal control and the local police immediately. The dog was never found, although I did see police surveying the area. Dogs have to be registered and are kept in a data base accessible through the treasurers office, but dont expect much help unless you have more than than a description of the dog. The laws protecting cyclist from loose dogs are great to know, but they do little when a dog runs off after and incident- I also I find while moutain biking I run across loose dogs and their owners on local trails only to meet with the excuse "my dog is a good dog" - it doesnt matter, leash law applies on trails too

Cyclists should adopt two basic practices to prevent collisions with unleashed dogs. 1) Make every effort to avoid colliding with an unleashed dog by slowing down, and even stopping if necessary, when you see or hear a dog approaching. 2) Promptly report all incidents of unleashed dogs to either the local animal control or police agency. Bud Vye's advice to immediately call 911 is excellent.
